I start to think that it is more of a security issue if they are not handcuffed.. some or many of the current deportees are criminals and they cannot control if they fight in the mid flight.. they probably have 10-15 or may be 30 or so army guys on the flight and they cannot risk it… 

on top of that, they want to send a message to all the people across the world to not come illegally…
