I don't know all the rules of h1 multiple jobs, but there are ways to do two jobs if you're in between transferring your H1B or something like that. I am not sure, never did a second job, never worked for a consultancy. But filing multiple H1Bs is not illegal. That I know. Unless the law is changed.
