In India land reforms didn't fail...they were a huge success....every dalit has a land in Andhra and converted to Christianity....every tribal has a land ....infact they were success in all of south and North India that's why power moved from brahmins to BCS in north and south except Andhra.

That's a myth...3/4th ante more than 70 percent of land is owned by few people....ante take Andhra ... except sikkolu, Vizag, vijaynagaram remaining all districts  land is owned by one community the size of Reddy / kamma of Andhra.

Na, assigned lands for dalits can't be bought by non dalits....same way dkt land etc we did a lot of reform....they are still in place without them most BCs/ Scs in India wouldn't have any land.....say 100 percent is expropriated less than 20 percent went back to original owners as you said... remaining land went to masses....
