If these new measures are adopted, because you will be taxed at your regular income rate on all grants, scholarships, fellowships stipends, etc., you might be pushed into a new tax bracket and NOT able to qualify again for anything with income restriction. That means, it effectively might subsequently end Pells, Cal Grants, Middle Class Scholarships, school grants, etc, as you might now have too high of an income to qualify. This might very well END the college career of students who entered with need-based help after 1-2 years. Also on the table is losing the student loan interest deduction, losing the American Opportunity Credit and Losing the Lifetime Learning Credit, which also INCREASES all of your taxes beyond this.
