All indians who are in detention are caught while crossing border. None of them are caught after they entered usa.

Saw some video of a telugu guy who was caught by ICE. He came to US as a student and was in Jail for 8+ yrs killing a minor in a road accident. 

My assumption is they are also catching people with criminal records still in the country.

Yeah but thats very rare. All of the indians they are deporting now are caught recently in january while crossing border.
