Who is Veena Reddy, former USAID India head under lens over $21 million voter turnout funding row

BJP MP Mahesh Jethmalani said on X that Veena Reddy was sent to India in 2021 as head of USAID's India mission and returned to US following the 2024 Lok Sabha polls.

A major political storm has erupted in India after US President Donald Trump revealed last week that USAID was given $21 million to influence voter turnout in the Lok Sabha elections and hinted that the agency was trying to cause a regime change.

Trump's remarks come after the US Department of Government Efficiency (DOGE), led by billionaire Elon Musk, recently announced a series of expenditure cuts, including $21 million allocated for "voter turnout in India."

Following Trump's statement, BJP MP Mahesh Jethmalani said on X that Veena Reddy was sent to India in 2021 as head of USAID's India mission and returned to US following the 2024 Lok Sabha polls.

"So #DOGE has discovered that #USAID allocated $21million for “voter turnout” in India ,a euphemism for paying voters to cast their votes to effect regime change. #VeenaReddy was sent to India in 2021 ( ominous?) as head of USAIDs Indian mission . Post #loksabha elections 2024 ( presumably her voter turnout mission done) she returned to the US. Pity because investigating agencies here could have asked her some questions about who this money was given to for applying it to voter turnout operations," Jethmalani said on X.

He had further accused Reddy of working in close tandem with US Ambassador Eric Garcetti to execute the agency’s objectives.

Who is Veena Reddy, the woman at the center of the funding row?

Veena Reddy, an Andhra Pradesh-born American diplomat, served as the USAID mission director for India and Bhutan from August 2021 to July 2024.

She was the first Indian-American to lead the agency’s operations in these countries.

On July 17, 2024, Reddy announced her return to the United States, a little over a month after the conclusion of India’s general elections.

Reddy is a career member of the US Senior Foreign Service and has an extensive background in international development.

Before her tenure in India, she held leadership roles in USAID’s missions in Cambodia, Haiti and Pakistan. She focused on economic development, governance and humanitarian aid.

Reddy holds a Juris Doctor degree from Columbia University School of Law and both a Master of Arts and a Bachelor of Arts from the University of Chicago. Before joining USAID, she worked as a corporate attorney in New York, London and Los Angeles.

During her three-year tenure in India, USAID collaborated with multiple Indian government agencies, including NITI Aayog, the Ministry of Power, Indian Railways, and the Ministry of Health and Family Welfare. USAID-backed programs also focused on economic development, human rights and governance reforms.

War of words

The US revelation fuelled a political slugfest, with BJP and Congress trading barbs over the implications of Trump’s allegations.

BJP leader Ravi Shankar Prasad linked Trump’s remarks to Congress leader Rahul Gandhi’s past statements in 2023, accusing him of seeking international intervention in India’s democracy. In response, the Congress dismissed Trump’s claims as “nonsensical” and demanded a white paper detailing USAID’s support to Indian institutions over the years.

21 million is nothing to influence elections .probably some brokers ate that money.

We are doing the same to Bangladesh bro. India is sheltering sheikh Hasina against the will of Bangladeshis. She is reigniting her political campaign from Delhi. Adani is biggest influencer in Bangladesh elections. He is already making big bucks through power projects there.
