Krishna was pro Congress. Congress never elevated Shivaji, they never wanted to. Even today they do it  grudgingly, not wholeheartedly. 

Congress appeasement to Moslems is already known. Krishna and even Mahesh Babu today wouldn't do such a role.I think even Rajamouli and Prabhas wouldn't do it. No one in tollywood, would basically take up the role of Shivaji for the same reason.

Shivaji maharaj is point of emotion for north more than south. though maratha empire extended to south it was much after shivaji era. Movies about shivaji wouldn't click so much in tollywood as in bollywood.

I don't think it's about north or south. Unless a full-time movie was made, you never know. If it has a right cast, right material the movie would definitely click. The problem has always been a slightly different one.  Andhra was influenced by the spill over of Justice party ideology, Marxists and proliferation of Christianity. These affects are seen in politics as well. All these ideologies are in the extended circle of Congress and will remain it's sympathizers. And Congress remains in ever appeasement mode of Moslems. 

Now, Telugu film industry is extremely political in nature even though it's primary business is making films. When there is no political will or a conducive political environment how will you expect someone to make such a movie based on Shivaji, who is a harbinger of Hindu identity and by extension hinduthva identity ? 

You're see seeing movies in Bollywood now, because the BJP is backing them politically. Rishabh Shetty is going to make another movie on Shivaji soon. You would have noticed a pattern in movies already. If you haven't, try juxtaposing the themes of films being made in Bollywood after Modi government and before modi government, you will see it.
