Builder can sell at cost 500K and still be ok because they got enormous profits during COVID when people bought at double price. Even if they sell all remaining units at cost, overall they have decent profits on this project.

No, anything above 500k is not worth in that area. A 7% interest rate on 500k and property tax+ insurance, total 48K  per year means paying 4K per month to live there. 
 

There is not one upside potential in that community seriously. Why would anyone pay more than 4k per month to live there when zero potential for home appreciation? Closing costs and selling costs extra bokka

500k is the price houses were selling there just before covid. Slowly they will fall to that level again,

Evvadu konakunte avi 400K ki ammutaru. Isolated communities built outside Tracy are appealing only to low wage workers willing to commute to Bay Area, still own a house. That community not suited for tech workers with 5 day RTO
