US didn't give guarantee. Budapest agreement wasn't legally binding.

Even if it was, Ukraine had terrible corruption and its constitution was nullified. So the Ukraine now is not the Ukraine that signed the agreement.

On December 5, 1994 the leaders of Ukraine, Russia, France, United Kingdom, and the United States signed a memorandum to provide Ukraine with security assurances in connection with its accession to the NPT as a non-nuclear weapon state.

Thirty years ago, on 5 December 1994, at a ceremony in Budapest, Ukraine joined Belarus and Kazakhstan in giving up their nuclear arsenals in return for security guarantees from the United States, the UK, France, China and Russia.

“The pledges on security assurances that [we] have given these three nations…underscore our commitment to the independence, the sovereignty and the territorial integrity of these states,” then US President Bill Clinton said in Budapest.

And it's not like Ukraine developed that Nuclear Arsenal. It is Russia's artillery stationed in Ukraine area before soviet breakdown. Same as how Pakistan got  Lahore and Karachi which were prosperous cities before partition. They screwed them later  is a different thing though.

Thats different here ukraine already had factories and technical know how on how to make nuclear weapons..if they were not part of npt they can still make nuclear weapons if provided with high grade uranium

They did not have the technical know how and money to do regular maintianance , which was a strong reason to abandon them. Russia still has the nuclear launch codes and technical black box for these, that these are practically unusable for Ukraine. It's like giving a box full cash of cash without the key .  They would probably reverse engineered them, but did not have the capabilities
