Same as how Pakistan got Lahore and Karachi which were prosperous cities before partition. They screwed them later is a different thing though. 1 Quote

Thats different here ukraine already had factories and technical know how on how to make nuclear weapons..if they were not part of npt they can still make nuclear weapons if provided with high grade uranium Quote

Russia still has the nuclear launch codes and technical black box for these, that these are practically unusable for Ukraine. It's like giving a box full cash of cash without the key . They would probably reverse engineered them, but did not have the capabilities 1 Quote
