there are lots of nuances to construction of highways, ee auto, bike aa traffic ni avoid chese laga highways design cheyali;

You can design highways to avoid bike traffic …but if bikers decides to come on it…who can stop? That is where following rules come into picture which is impossible to enforce and people will never follow it on thier own

another point to note look at above reference video, there is a crossing without signals there which is dangerous. 
on a highway like that crossing like that is very dangerous, even trans canadian highway has such crossing where there were multiple fatal accidents involving trucks and school buses.

Okasari I was riding motorcyle, opposite direction lo oka bike odu ochchadu and telsu kada India sand valla roads kuda slippery bike meeda nunchi padda; and the guy who came opposite direction was telling me that I had hit the front brake hence I fell ala vuntaru lafoot gallu; nenu normal ga ne careful ga veltha I mean I better be safe than sorrytypes malla ila ayyesariki India lo manaki scooty ee best ani ade decide ayya inka.
