The whole idea was to mortgage next 2 generation of Andhra atleast for instant gain on RE. World bank is a debt trap. We're already running deficits and servicing the existing debt itself is difficult. Now to service this extra debt, government will raise revenue from land registrations, liquor sale and what not. He is saying that re gains will be extremely high that those parcels can be sold to private individuals to pay back the debt. noone knows how much the re value is going to go up and why people would invest in amaravathi in the first place when there are much safer and stable ventures. Ultimately they want all their b€nami$ and themselves to benefit. The point being Big for fish benefit only if small fish are trapped. That means they need to push population density to astronomical levels, by concentrating industry there. Even then I'm not sure if Amravathi can reach up to the level of Vishakapatnam forget Hyderabad. Small fish are also smarter these days. They are thinking the same as well. Quote

Government has the power to force people. This was why Baboru visited Astana, Kazakhstan. The capital was moved to Astana from Almaty. Historically speaking cities come from trading posts and settlements close to trade routes (sea, rivers) and then force established by rulers. Baboru is taking the second route. Entire state budgets for years will run deficits to make Amaravathi work. Im out it's progression will depend on how BJP handles Jagan. Quote
