Private schools are mostly catholic. No need to lobby. They will indoctrinate Christianity and conservatism in everyone.

Yes but Dept of education sets standards, fundings, policies and tests etc. 

States control the operations part. 

It's like a manager gives directions about how things should function. And developers perform the daily tasks.
