The University of California (UC) endowment includes the General Endowment Pool and the Blue and Gold Endowment Pool. As of June 30, 2024, the UC endowment was $29.5 billion.

Why do they need government funding if they collect huge amounts in fees and also have tens of billions of dollars in endowments…

A university endowment fund is a collection of donated money that is invested to support the university's mission. Endowments are designed to be a long-term source of income.

How do endowments work?

  • Donors donate money to the university
  • The university invests the money
  • The university earns income from the investments
  • The university uses the income to support the university's mission
What does an endowment fund support?

students, staff, research, academic excellence, faculty, and new programs.
How are endowments managed?
  • Endowments are managed to be sustainable over the long term

  • Endowments are managed to balance funding current operations and preserving purchasing power for future operations

  • Endowments are managed to achieve intergenerational equity

Who contributes to endowments? Alumni and People who care about the university.

The University of California's (UC) 2025–2026 budget plan includes $10.8 billion in core funding. This funding comes from tuition, state General Fund, and other sources. The state has proposed cutting UC's budget by over $270 million in 2025–2026.

Funding sources

  • Tuition and fees: 53% of the budget, or $5.7 billion
  • State General Fund: 43% of the budget, or $4.6 billion
  • Other sources: The remainder of the budget

Budget challenges
The proposed budget cuts could make it harder for UC to manage rising costs, workloads, and other needs.

Budget goals
The budget plan is based on a multi-year agreement between the UC and the governor. The agreement includes goals to:

  • Increase enrollment of California residents in undergraduate programs by 1% each year
  • Increase enrollment of graduate students
  • Improve student success and equity
  • Improve affordability
  • Improve workforce preparedness
  • Expand access to online courses

Tuition increases
UC is also planning to raise tuition to help offset budget cuts.
