its about killing 30 year 2.5 percent loans...problem with that is people are not going to sell those and move to another home , paying 7 % intererest rates. Even if you have to relocate, people are just renting them out as rent >> mortgage payment for most people. 
How to fix it? force people to sell them in one way or other.
