NASA is not paying Spacex out of love.. they are the cheapest in terms of satellite launches and Spacex is the only option they have to take astronauts to the Intl space station..

the only other option is to request for Russia’s help to bring the stranded astronauts, which will be a big propaganda victory for the Russians.. 

US is still doing cross flights with the Russians to ISS.. for a long time, NASA didn’t have a space capsule to take astronauts to the ISS until Spacex..

to their credit, NASA gave contracts to both Boeing and SpaceX in 2014 to build a space capsule but Boeing failed big time and is still struggling to make it work while SpaceX already sent astronauts to ISS 7 times so far.. and made more than 10 cargo missions..
