Restriction is only for new lands. Your case is inheritance, you are OK. 
Even with aadhar card you can buy, but technically you should not. It’s not a problem until it becomes one due to something else

nope , but there are some regulation if you are selling them.  uou should sell them to only Indian citizens, nee kids ki transfer chesina same rules apply
