This seems to be a new thing they're doing. You'll need an immigration lawyer. Unfortunately, I doubt they will let you reinstate SEVIS, so you may have to depart while your lawyer fights the case and hopefully gets your SEVIS reinstated so you can travel back to the US on a new I-20.
