Fannie Mae did conduct internal enquiry and didn't act on it. They were forced to act on it by recent board changes and freddie mac management complaint to the new leadership. 
Likewise, companies handled it differently. Yes - they can report it to law enforcement, but most of them simply fired them. 
Fannie Mae is complict in this - sitting on the data for months and not acting on it. Even then they actually are paying one more paycheck , which is unusual in these cases.

This is a case of NGO / receiver defrauding with employees. Only the fraudsters were sentenced, but the employees were probably let go just like other companies.

it's just fired with no severance...they are worried if there will be a impact on h1b transfer or stamping.
