Problem is there's no functioning Congress. That's where things need to be debated and laws passed. This nation is supposed to be led by it, president is only supposed to have limited power. But congress kept ceding it's power for years, even these tariffs are power grab. Any sane time congress would have stepped in but speaker is in his control.
