Executive Order 14159 – What You Need to Know About Alien Registration

On January 20, 2025, President Trump signed Executive Order 14159, which directs the Department of Homeland Security (DHS) to enforce long-standing alien registration rules under Section262 of the Immigration and Nationality Act (INA).

As a result, certain non-U.S. citizens must now complete Form G-325R, Biographic Information (Registration), to comply with federal law.

🔍 Who Must Register?

You may be required to register if you:

  • Are 14 years or older

  • Are physically present in the U.S. for 30+ days

  • Have not previously registered or been fingerprinted during a visa or immigration process

Parents or legal guardians must register children under 14. Once a child turns 14, they must register within 30days.

 Who Is Already Registered?

No further action is required if you:

  • Are a Lawful Permanent Resident (green card holder)

  • Entered the U.S. with a visa or I-94/I-94W

  • Were issued an Employment Authorization Document (EAD)

  • Applied for a green card using Form I-485 or other forms under 8 CFR §264.1(a)

  • Were placed into removal proceedings

  • Were issued a Border Crossing Card

If you were fingerprinted and submitted one of the required forms, you are likely already in compliance.

 Who Is Not Registered?

You may not be registered if you:

  • Entered the U.S. without inspection (e.g., crossed the border illegally)

  • Are a Canadian visitor who entered through a land border and did not receive documentation

  • Applied for benefits like TPS or Deferred Action and weren’t issued proof of registration

These individuals may be required to register using Form G-325R if they remain in the U.S. for 30 days or more.

What Is Form G-325R?

This new form collects basic biographic and biometric data.
Note: Completing the form does not grant legal status or immigration benefits.

Proof of Registration& Address Updates

  • Registered individuals over 18 must carry proof of registration at all times.

  • You must report any address changes within 10 days using Form AR-11.

⚠️ Penalties for Noncompliance

Failure to comply with registration rules may result in:

  • Civil fines

  • Criminal misdemeanor charges

  • Detention or removal proceedings
