Even I had the same thought ,but I read somewhere that they charge more for baggage because the handlers need to put more effort to handle heavier baggage and in some countries where the union has set specific weight limits for workers to carry ,they need more workers to handle baggage above the weight weight limit set,which means additional cost.

both take off and landing ki kuda; they dump fuel too to adjust the landing weight. 

also cabin bag weight limit ki kuda there is a reason.

+ bags more weight are more prone to damage which is an additional cost to airlines to compensate for damaged bags.

I don't know but once I  was schooled by an airline agent about the same reason I mentioned above.  For me the reason was logical.
