That’s a trick actually…they do allow 23 kgs in cabin plus personal together but the catch is that you have a restriction on the cabin bag size.

It's not a trick but they do it purposefully,size matters more to them than weight in cabin luggage ,i travel 2-3 times a month in domestic and the weight limit is 7 kg in indigo and little higher in air india,I think 10 kg but if you carry a backpack mostly they won't ask you to place it on the scale while checking in other baggage ,many times my bag crossed 10 kgs but they didn't care.

Unless if you carry those camping backpacks then of course they will ask you to place it on the scale,while checking in other baggage.

 

But sometimes they have random weight checks near the gate,even then unless it's too heavy they will allow it based on size.
