 Revantham may not be proactive in bringing more investment, but to drive away that coming into Hyd is something he may do, there is no guarantee that it will end up in Amaravathi.

Amaravathi is NO match to Hyderabad in industrialization. If they were to do that (let's assume so) there are high chances that it may move to Bengaluru or Chennai.

Besides, Baboru's base is in Hyderabad. He wants access to power in Telangana that he gets through Revantham. He could do more RE in Hyderabad and do the liaison work with Congress high command as necessary.
