I agree, and War is not and should not be the first choice... But unfortunately nothing better choice comes to mind.. If you damage them economically and they are right now in , it is only increase the rogue mentally as if they having nothing to loose... If development will be the solution so that people dont prefer this rogue nature, With economical strength they will do it more...
