Query on VFS services from USA to apply for UK Visa

One of our relatives who have been living in Atlanta, USA is trying to apply for UK Work Visa and settle there.

His OPT (or whatever) is expiring soon and his H1-B petition recently got rejected.

So he is all out for UK settlement. 

Query: He wants to apply via VFS from USA.

Is it good option? I am forcing him to apply from India (leave USA and come back to India for the time being).

May be relatives pressure ... he does not want to get tagged 'USA returned'.
