Looks like they do have an office in Turkey opened in 2019. Google search

I can only find one article ,that too it doesnt say they have started building an office ,it only gives some info about some official appointed to strength ioc  which is the international branch of congress lead by sam pitroda.

I can't find anything on Google maps either.

I care less about them having an office in turkey than the fact they could not answer a simple question put to them regarding their stance on Turkey. 

The fact that Indians love sensationalism is the reason why the propoganda is to showcase they have an office in turkey which will get the attention of people.

The most pro-turkey govt and PM is current BJP govt and modi. During his term India imports from turkey increased from negligible qunatity to $3.4bn
