first they send RFE or Notice to Deny and then you can withdraw the application. Its better you withdraw if you dont get the approval by then and get a dropbox appointment.

I would say apply for H4 here. Once the travel plan is finalized, book the slots. Then send a letter to withdraw H4 petition here. BTW i have done this in 2018. Applied for H4 here and since it was delaying here, my went to stamping in india. We sent a letter to withdraw
