there is a thing called disability act in US 

Any airlines flying into US needs to follow those rules. 
 

Emirates is screwed because I filed a complaint against them for violating disability act with DOT for my elderly parents. 

Emirates reached out to me multiple times to talk about the incident and offered variety of incentives for the ticket holder which we declined

Looks like this is very specific to Dallas area. It’s probably become norm. I have not seen this much in SFO. Those who really need are availing this service.
