I can say some part of india follows oligarchy in the disguise of democracy.

Not some ,india is an oligarchy now ,its difficult for india to not become oligarchy because of income inequality ,low trust society and democracy where heavy lobbying is done by the corporates. 

Check the billionaires list in india vs china ,in india except shiv nadar everyone else comes from business dynast families.

In China barring one or 2 rest everyone is self made and mostly in tech.
