If you need certificates, check for some indian telegram/facebook places where sellers sell the premium membership for cheap like $10 per year.

am planing to learn ML course. compared to monthly membership, annual is resonable.

If you do not need the certificate, and if you want to just learn, there is an audit course option which you can use and complete the course. you can take courses for free in coursera. if you need certificate of completion you need subscription.
