Best thing to do is to revise H1B qualifying salary adjusted for inflation (at least $150k as base, and $200k for big costal cities) and revoking the H4EAD carte blanche work authorization. 

Then good force will be retained and the cheap labour argument will come to an end.

200k is good for big cities like NYC, Boston or Bay area, not in middle America or southern states. COL needs to be accommodated as well.
