Look up GO2283 issued by Jagan govt. in Aug/September 2023. Election code and then subsequent electoral loss stopped him. Because load etthina CJI NV Ramana retired in Aug 2022 and an SPL was filed by the Jagan government against HC Order from March in September 2022. In Nov 2023 SC stayed AP High court six months development deadline. Encouraged by SC comments and stay on HC order, Jagan pushed ahead with GO 2283. Then code and elections happened. That's the pause button. 

Now it's all in Modi Shah hands.

Jagan doesn't need $800 million WORLD BANK loan for construction. He was able to build a palace in 500 crores. Three times that budget, Jagan govt. can build all admin buildings in Vishakapatnam. Easy Peasy. 

It's all in Modi and Shah hands. How they honour pact with Baboru and keep Jagan on their side, whether they give him a chance at power in the next term, if yes with what conditions will decide the fate of Amaravathi.

If Jagan gets Carte Blanche regarding Capital, Amaravathi will be abandoned just like the last term.

BJP simply can sit on fence like they did and see how things play out. Monnane Baboru Delhi velthe Jagan arrest kosam Red light padindhi. Jagan is also not talking anything about Modi and Shah. Some amicability is there. 

BJP ala cheyyakapothe that will be counter productive for BJP.  Congress will pick up steam in Andhra as a natural opposition which BJP doesn't want. Baboru will bend before BJP only if Jagan is strong, else he will wag his tail again. Either way strong Jagan is needed for BJP.
