I dont think you understood the concept of land pooling. Pooling was done on a basis of future growth potential. Farmers that gave an acre get back 0.25 acres of commercial developed land which is more valued than the 1 acre of farm land. Such a value proposition does not exist in polavaram. so they have to use land acquisition in such cases. If I'm not wrong, gannavaram pooling was done on a basis that farmers get developed plots in amaravathi.

May be it was right about few farmers ,how much of it is in TDP binamis land and they did buy up land and then announced the capital  . Balayya got 300 acres just before announcement and few acres for bharat as well.Of course there is middle buyer to muddy the waters.
