Mass protest in Vijayawada against smart power meters and tariff hikes

The protesters accused the government of betraying public trust by imposing ₹15,485 crore worth of adjustment charges within a year of coming to power, despite promises to reduce electricity costs

A massive protest led by the Communist Party of India (Marxist) erupted in Vijayawada on Friday against the installation of smart electricity meters and a steep increase in power tariffs. The CPI(M) activists gathered at the CPDCL headquarters, demanding the rollback of what they termed as “corporate-driven reforms” that burden consumers.

Addressing the gathering, CPI(M) leaders Ch. Babu Rao and D. Kasinath accused the ruling TDP-led National Democratic Alliance (NDA) government of betraying public trust by imposing ₹15,485 crore worth of adjustment charges within a year of coming to power, despite promises to reduce electricity costs. Protesters also denounced the forcible installation of smart meters, linking them to corporate interests, particularly Adani.

 

Mr. Babu Rao said: “Over 50,000 petitions were submitted to CPDCL officials, who initially hesitated to receive them.” The petitions were collected from the public during the party’s door-to-door campaign and padayatras. The protesters, including many women, displayed the petitions symbolically and raised slogans condemning the government’s silence and double standards, he said, adding, the TDP, Jana Sena, and BJP, who had once opposed smart meters and filed court cases against them, are now enforcing them silently.

The CPI(M) leaders warned that smart meters, controlled remotely by private firms, would lead to inflated bills and 24/7 surveillance, calling them “Adani bombs in every household.” They claimed that two crore existing meters were being replaced with prepaid smart meters, shifting financial burdens to the public while giving discounted rates to large corporations.

The CPI(M) vowed to escalate the agitation State-wide if the government failed to reverse its decisions. “If they tamper with the people’s electricity, they will lose their political power,” said Mr. Babu Rao, invoking the memory of the 2000 electricity movement. The protest ended with a call for public resistance and street-level action across Andhra Pradesh.

State conference to oppose smart meters and true-up charges on July 13

State government is implementing smart meters as part of the Central government’s privatisation drive, allege United Forum of People’s Organisations’ leaders

A State conference of workers and people’s organisations will be held on July 13, at Dasari Nagabhushanam Rao Bhavan in Gandhinagar, under the aegis of the United Forum of People’s Organisations. The conference will focus on the demands — “No to Smart Meters” and “Abolish True-Up Charges”.

In a joint statement on Monday, AITUC State general secretary G. Obulesu and CITU State general secretary Ch. Narasinga Rao has called upon members from workers’ unions, farmers’ groups, agricultural labourers, women’s organisations, youth, students, social, and middle-class associations to participate in large numbers and make the event a grand success.

 

They alleged that the State government is implementing smart meters as part of the Central government’s privatisation drive. They claimed that these meters will impose a burden of ₹13,000 per household, recoverable in instalments, while traditional meters earlier cost only ₹700. The installation is reportedly being carried out through Adani Energy, they said.

They pointed out the inconsistency in the stance of the ruling TDP-led alliance, noting that while in opposition, TDP leaders, including Nara Lokesh, had opposed smart meters and even called for their destruction. However, after coming to power, the coalition is now allegedly continuing the same policies implemented by the previous YSRCP government.

The leaders warned that smart meters would function like mobile recharge systems, where power would be cut off instantly once the prepaid amount is exhausted, leaving no room for billing disputes. They also stated that the government has imposed a burden of ₹15,435 crores on consumers under true-up charges since assuming office.

The upcoming conference aims to build awareness among the public and formulate future action plans against these developments. The United Forum urged all concerned citizens and organisations to attend and voice their opposition to these anti-people policies, they added.

CPI(M) State Secretary V. Srinivasa Rao wrote a letter to Andhra Pradesh Energy Minister Gottipati Ravi Kumar, demanding immediate clarification on the Fuel and Power Purchase Cost Adjustment (FPPCA) charges and a refund of the excess amount collected from consumers during the 2024–25 financial year.

According to the letter dated Wednesday, the DISCOMs in the State had been levying an additional ₹0.40 per unit every month under the guise of FPPCA charges and this has resulted in an excess collection of ₹2,787.19 crore from the consumers—a figure publicly available on the Andhra Pradesh Electricity Regulatory Commission (APERC) website under the summary tables, he said.

 

He said that the SPDCL and CPDCL have sought permission from the APERC to recover an additional ₹842.68 crore, claiming it as part of their true-up charges, despite already collecting the significant excess. “Even in this month’s power bills, ₹0.40 per unit has been charged under FPPCA,” Mr. Srinivasa Rao pointed out.

The CPI(M) leader criticised the DISCOMs for issuing press releases claiming that there had been no power tariff hikes this year, calling such statements ‘misleading and deceptive’.

“Ensure the government issues a direct clarification on power charges. Refund the excess amount collected from consumers without delay. Stop the collection of ₹0.40 per unit adjustment charges immediately,” he said.

‘Calculated fraud’

Meanwhile, CPI(M) State Secretariat member Ch. Babu Rao criticised the government during a public hearing held by the Electricity Regulatory Commission from Kurnool on Wednesday.

Participating in the programme in virtual mode from Vijayawada, he condemned what he called ‘manipulation of electricity tariffs’. “The true-up and fuel adjustment charges are calculated move to fraud the power consumers,” he alleged.

Highlighting staggering financial losses of over ₹30,000 crore due to administrative failures and corruption in the power sector, he questioned why no investigation had been initiated even after a year.

He demanded a judicial inquiry into all ‘such scandals’.

Mr. Babu Rao urged the Electricity Regulatory Commission to stop ‘acting as a rubber stamp’ and to stand by the consumers.
