The number of pending applications with older priority dates may change, not only as visas become available and applications are approved but also because of other factors, such as new Form I-485 applications based on older priority dates due to priority date retention or applications transferring from one basis to another (for example, an application transferring from a Form I-140 in the EB-3 category to a Form I-140 in the EB-2 category). This report also contains no information about pending applications for permanent labor certifications or prevailing wage determination requests at the Department of Labor.
