Electric vehicle used vs new

I need a second car and want to have an experience of using Electric Vehicle. Obviously Tesla will come into the picture.

New Tesla Model y is showing 37500 after tax rebate. 

Lot of people are suggesting go with used car (the price difference is only 10000 and high mileage) or lease the ev car (for this also I need to spend 10000 for 2 years) 

Could you please recommend me what are the best options. 

What are the other ev cars or hybrid cars and I don't want to spend more than 40000

TSLA model Y insurance is 2000/yr. Not worth the savings for price tag ani TSLA owners suggested. Long drives can be inconvenient. just knowledge I gathered. I might be wrong.

$37,500 for rear wheel....All wheel is $41,500. If you are living in South then rear wheel should be OK...but otherwise All wheel is always safe n better.

95% drivers do not need AWD. only people who live in dangerous icy roads in winter need AWD which is like Upstate NY, minnesota, montana etc. others do not need AWD.

AWD will not help during that too. 

for icy winters you need to have set of winter tyres, it really makes a difference.
