My guess is, its a compromise made by tdp to get more funds from center and get out of financial hurdles for Polavaram and Capital. In short term it appears to be sacrificing other areas for the sake of polavaram and capital, but in the long run, its beneficial to complete these 2 before 2028. Also, tdp made a compromise about jagan's cases and viveka murder case as bjp wants to hold onto jagan. This is congress like politics, but there is no alternative left unfortunately. Quote

TG's 16 have become irrelevant in national politics anyway...with AP also at 25, they too have less relevance compared to pre-separation. Divide and rule successfully implemented by the north.
