andhra_jp Posted August 2 Author Report Posted August 2 APSRTC unions forming JAC to oppose proposed construction of mall on RTC land Leaders of Andhra Pradesh Public Transport Department (APSRTC) Employees Union on Friday staged a demonstration at Governorpet Depots-1 and 2 in protest against the government decision to construct a shopping mall at the place. Addressing a meet, the Employees Union’s Vijayawada zone secretary Y. Srinivasa Rao said the 4.15 acres, which included the Governorpet 1 and 2 depots, the Old Bus Stand and a municipal park developed on half acre of this site, was handed over to UAE-based Lulu Group International for construction of a shopping mall. He called on the RTC workers to oppose G.O. No. 137 released to this effect by the government. Mr. Rao said the APSRTC management had acquired the land where the Governorpet depots-1 and 2 are located now in 1959 after paying ₹16 per square yard, amounting to ₹4.06 lakh. He said transfer of this valuable land to a private entity by the government was condemnable. He called upon all the unions in the RTC, including National Mazdoor Unity Association (NMUA) and Staff and Workers Federation (SWF), to unite under the Joint Action Committee being formed to fight collectively and protect RTC assets. Public Transport Department Employees Union has threatened to launch an agitation if the State government does not cancel G.O. No. 137, which allots APSRTC land in Vijayawada to the LuLu Group for the construction of a shopping mall. Addressing a press conference on Tuesday, union zonal secretary B. Krishna Murthy said that the RTC land in question, located at Governorpet 1 & 2 Depots and the Old Bus Stand, is valued at around ₹400 crore. The land, situated in the heart of Vijayawada city, currently serves 200 buses and over 1,100 employees, besides catering to thousands of commuters daily. He said the land had originally been acquired by APSRTC in 1959 at ₹16 per square yard for a total of ₹4.60 lakh, and strongly opposed its allotment to private entities. He suggested that if the government aims to develop ‘Navyandhra Pradesh’, commercial complexes like shopping malls should be set up on the outskirts of the city to boost suburban development. Criticising the move, Mr. Krishna Murthy said allotting prime RTC land while announcing free bus travel for women from August 15 would adversely affect female passengers. He alleged that the government was trying to privatise the RTC through backdoor methods by handing over its assets to private players. Citing earlier instances, he said the RTC Training College in Vijayawada, spread over 29 acres, was handed to a private company in 2014, and in 2017 there were attempts to depict the Governorpet Depots as being in a ‘buffer zone’ to facilitate similar transfers. He claimed that despite RTC employees working for the electoral success of the TDP-led alliance, the new government was now attempting to weaken the corporation. Union State secretary N.V. Rama Rao, zonal joint secretary M.S. Narayana, and other leaders G. Tatalu, M. Sankara Rao, K.S.M.S. Swami, K. Srinivasa Rao, and V.V. Rao were also present at the press meet. Quote

Raju The representatives of civil society organisations criticised the Andhra Pradesh government for allotting 14 acres of prime land to the LuLu Group on a 99-year lease for the construction of a mall. Pointing out that the said land, near R.K. Beach, is valued at ₹3,000 crore, they said the government has allocated the stretch ‘almost free of cost’. At a meeting of the Civil Society Organisations Front at the Public Library on Tuesday (August 12, 2025), the participants alleged that several crores of rupees had changed hands in reaching the agreement. They demanded that the Telugu Desam Party (TDP), Jana Sena Party (JSP) and Bharatiya Janata Party (BJP) alliance must cancel the agreement. They sought that the land should be utilised to develop a science city or science museum. The annual lease rent was fixed at a mere 1% of the registration value. A G.O. was issued saying that the lease rent need not be paid till the construction was completed. The lease rent would be increased by 10% once every 10 years. On the contrary, the government has announced an increase in property tax for citizens by 15% every year, they pointed out. They alleged that the government has extended all sorts of concessions to the LuLu Group. The stamp duty on registration, which amounts to ₹50 crore, has been waived off. It has been exempted from the payment of ‘NALA’ charges, amounting to ₹40 crore. The group has been exempted from payment of surcharge of ₹5 crore to the Greater Visakhapatnam Municipal Corporation (GVMC). It has been exempted from payment of GST for 10 years by which the State government would have to bear a loss of ₹50 crore each year, they said. The plan was to construct a mall and super market on the 14 acre land near RK Beach. It would have space for the parking of 20,000 cars and 10,000 motorcycles. Four underground cellars would have been constructed, and it could pose a threat to the safety of the structure, in view of its proximity to the coastline. They alleged that the State government has ignored all these aspects and allotted the land, in violation of the guidelines. They appealed to all citizens and people’s organisations to exert pressure on the State government for the cancellation of the allotted land. Quote
