It is clarifying that children of h1 visa will be granted h4 visa so that their stay from birth in USA is legal.

But it's not implemented everywhere right ?

No clarification on the cutoff date though, I think that depends on the final Supreme Court ruling on the case. If scotus rules EO is valid, Feb20 can still be set as cutoff date.

I mean if scotus rules EO is valid, Congress can set any cutoff date, they can shift it to 1990.

This is just a plan how the executive is going to implement it. The lawyers can argue the case better on the side of government when there is a clear plan, without it their argument becomes weak. May be that’s why they are coming up with implementation details.

It is illegal to possess a passport when govt decides you are not a citizen. So you will voluntarily surrender passport when govt revokes your citizenship.
