What human rights issues they don't care about in their country? Trump administration is an exception. Trump prefers transactional approach. That's why he never supported HK democracy protest in 2019 because he didn't want to upset the trade talks between China and US at that time.

I am only talking about human rights of US citizens within USA.

Compare that to human rights of Indian citizens within India 

I agree with you on the fact that former presidents did support Dictatorships when it is in their country interest. 

We are doing the same with Russia, Iran etc.
