Its should start from elementary school irrespective of public or private school and children should be taught  how take care of trash, clean your space, respect others private space etc. there should be specific classes, projects activities etc. and rewards. Parents should also be involved in these type of projects. These type of classes should be continued till you graduate. May be after a generation or 2 we might see the difference.

US and West are not doing great either.. we are comparing urban educated people of the West with the poor and lower middle class of India.. even DC has lot of homeless camps right next to the White House and Congress buildings.. 

if you go to any poor areas or even downtowns, there will be graffiti all over, homeless shelters everywhere, people living under the bridges defecating in the open.. trash all over the place…
