For GC or even visa renewal, you need a valid Indian passport. Won't there be a problem in getting passport renewal from Indian consulate here if he ignored arrest warrant in India?

Slightly nuanced. The husband's valid passport stays valid if he has an arrest warrant against him. As long as he's on US soil, GC processing shouldn't be a big deal. You don't even need a renewed passport. The arrest warrant itself wouldn't translate into conviction under US law, especially with 498a, DV cases. US doesn't have a repatriation agreement with India.

If the husband gets his GC and stays in the US, he doesn't need to care much about Indian courts. Once he naturalizes, it's done and dusted. If he has to get renewal done outside the US, he better choose countries that don't have repatriation agreements with India. Unless a red corner notice is issued it even won't go that far.

Now, travelling to India is a different story. The police will arrest the husband and will seize his passport at the time/or shortly after the arrest. The husband needs permission from the court to fly out of the country (part of bail petition). Indian police gives zero fcuks about the husband's GC/Citizenship status, unless there is a consular pressure which  I think is not possible in this case due to the nature of law itself.
