I have seen this first hand in a company in east coast sometime back where desi managers made hell lot of money. They had an unlimited funding project and they would get contractors at cheap rates and gobble up big margins and make them do overtime. These contractors also enjoy as they get paid and they do timepass in Indian restaurants or Starbucks or timepass in office. 
There should be more strict punishment for them. They only get fired. They already made their money.
