Yes Indian politics were going through turbulent times. No stable Govt but still managed to attract very big MNCs like Swiss Watches, American brands, European brands .... the list is too big to list here. . . And coming to your question, 1991-1999 most of the IT work was related to Mainframes and Y2K issue. Most of the projects of Satyam, TCS, Infy were related to Y2K issue. The tech companies came very late...first to Bangalore and then to every other city. Quote

So much poverty among rural masses and so many caste issues during his time. Also he was not just an MLA or MP, he was the CM, the premier position of the entire state. He got all the powers, so that helps anyone to take quick decisions, try something new etc..... he did not do a charity. Hundreds of crores ( in todays terms) will be spent on CMs security per year.
