If you are a neutral observer - it is painfully clear that it seems like a desperate attempt to garner some seriously doubtful accolades under the garb of an international award/recognition.

 

The most well recognized award is indisputably the Guiness Book of World Record. 

The truth is Balakrishna - has legitimately earned his name as a big Telugu star and as an MLA.

As I said this seems to be a painfully cringeworthy attempt to legitimize his achievements when there's really no need to do so.
