Suppose a person is on vacation in India and went for stamping. Will he have a problem at POE?

It appears that this 100k fee is to avoid restrictions during re-entry. Kind of unofficial toll vasool anuko. If u dont travel for the next 12 months, business as usual.

Wrong, all H1b will be forced to leave country. They cannot write everything in the EO, opens up scope for litigation, lesson learned from first term.
