They are using that ruling in this EO, this time to prevent economic damage by consultancies. The fees is also reasonable considering the fact it costs government money to provide services and the government is already in huge debt about $120K per citizen. i have no idea why people are saying something is missing in the EO Quote

The same discretionary authority that allowed then to waive perm for Niw cases, gives them discretion to require interviews outside country. desis can’t complain because they enjoyed NIW waivers. Discretion works both ways Quote
