This proclamation only applies prospectively to petitions that have not yet been filed. So, they can't enforce the $100k requirement until next Sep but it expires on Sep 21 2026. So, the proclamation is entirely worthless??

yeah, that's confusing. Looks like USCIS is expecting every H1 petition, cap exempt(generally referred as renewals or transfers) or counted against cap to includ 100k payment. If so, everyone is royally fcked
