In a hypothetical scenario….

If I change from company A to B. Even though we call it as a transfer, it’s technically a new application right? It’s not a renewal. Will this still come under the purview of 100k fees? 

This A$$holes can’t even make a clear guidelines of a proclamation. So confusing and scary.

No one knows clearly what and how. EO said dhs need to makeup some rules…those are still pending. Coming days would give more clarity hopefully. Press statements may not mean much unless accompanied by an official document. Did dhs release any?

Yes, an "H-1B transfer" is essentially a new H-1B petition filed by a new employer for the same H-1B worker. While the term "transfer" is commonly used, the process is not an automatic transfer but requires the new employer to submit a complete Form I-129 petition to USCIS.
