No , if he wanted to be cm why would he even accept ntr into the party and make him president lol ,he had differences with anjaih and was fed up with high command for choosing an incompetent guy like him and got out of the party, he wanted to show central leaders that their rule is not absolute and started a party by copying DMK policies.he might have seen the anti-incumbency on congress by then and thought they had a good chance of success. It was kind of a move to take revenge on centre. Quote

Also even if he started the party to become a cm it wouldn't be a broker party ,it became a broker party because the commision culture was taken to next level after CBN came to power , before that corruption was only present at local level ,high level leaders barely used to engage in corruption to increase their assets, they were pure politicians ,most of the erstwhile congress CM's had to sell assets to contest in elections.
